HARRISONBURG, VA (Rocktown Now) – Discussions over control of the Massanutten Technical Center (MTC) continued this afternoon, March 24, 2025, during a Harrisonburg City Council and School Board Liaison Committee hearing.

Harrisonburg City School Superintendent Dr. Michael Richards reiterated to the committee that despite having fewer students in MTC than the county, state law requires that the governing board remains an equal partnership.

“When you have a regional school, it does not matter how kids each side sends to it. It is governed 50-50 because each board is equally liable for any decision made.” Richards explained. “Also, the constitution of Virginia states very clearly that school boards are fully responsible for and have the authority over the education of their students.”

The Rockingham County School Board indicated during last week’s MTC governing board meeting that they may be looking to craft a new Memorandum of Understanding that could possibly give them more of a say.
