27-year-old McClaire Herring of Waynesboro was identified as the suspect who allegedly used the victim’s credit cards. 

The closures will begin the night of Monday, August 3.

The vehicle is a 1995 GMC Sonoma, bright blue in color. The stolen vehicle has a sticker of the Statue of Liberty on the rear glass.

The driver, 21-year-old Lomoro Mustafa Francis Jr. of Binghamton, New York, was charged with 4 counts including felony eluding.

This year’s event will take place on Tuesday, August 4, 2026, from 5:00 p.m. to 8:00 p.m. at Ralph Sampson Park in Harrisonburg.
