WAYNESBORO, VA (Rocktown Now) — A Waynesboro man has been arrested for allegedly failing to alert authorities to improper behavior involving a child.

On June 24th, Chief David Shaw says the Waynesboro Police Department and Child Protective Services investigated allegations of a failure to report two incidents of inappropriate conduct with a child at a local private school and daycare – one in December, 2025, and the other last month.

As a result, Joel Christopher Spencer was arrested and charged with two misdemeanor counts of Failure to Report Certain Allegations.

The 47-year-old Spencer is scheduled to appear in General District Court next Tuesday, July 21st.
