NORFOLK, VA (Rocktown Now) — UPDATE (8:40am): The child has been safely located.

The Virginia State Police and the Virginia Missing Children Clearinghouse have issued an AMBER Alert on behalf of the Norfolk Police Department, for a child abduction that occurred just after midnight on April 30, 2026 in Norfolk.

The abducted child is 2-year-old Ziyon Isyiere Suzario Dagner, who is a black male, has brown hair and brown eyes. He is 3’11 and weighs 45 pounds. He was last seen wearing a blue T-shirt with a basketball and spiderman on the front, light stonewashed jeans, white socks, and black and green Jordan sneakers. The child’s hair has short twists. 

The child is believed to have been abducted by 35-year-old James Edward Lynch. He is a black male, has black hair and brown eyes. He is 5’07” and weighs 140 lbs. He was last seen wearing a black T-shirt, white pants with white stripes, and tan shoes.

The child is believed to be in extreme danger and was last seen with the abductor on foot headed south on Chesapeake Boulevard in Norfolk, Virginia.
