HARRISONBURG, VA (Rocktown Now) — Three people were arrested at The Home Depot in Harrisonburg Monday afternoon that are believed to be a part of a large-scale financial crime ring.

Harrisonburg Police Captain Chris Monahan says that HPD was alerted to a vehicle in the area of Burgess Road possibly occupied by wanted individuals. The vehicle, a white Toyota Sienna, was then located in the Home Depot parking lot.

HPD officers made contact with the vehicle, and four occupants were detained without incident.
Three of the four occupants initially provided false identification to officers on scene, but were
later identified as Elizabeth Tweedy, Timothy Capelle, and Kristen Breen. Both female suspects
had out of state warrants for their arrest. They were wanted for the following:

Elizabeth Tweedy:

  • Identity Theft (Kansas)

Kristen Breen:

  • Rogue and Vagabond x5 (Maryland)
  • Theft between 1.5k-25k x3 (Maryland)
  • Credit Card Theft x14 (Maryland)
  • Theft between $100-1.5k x4 (Maryland)
  • Displaying a Fake ID x2 (Maryland)

Captain Monahan stated that these individuals are believed to be involved with “Felony Lane Gang” smash and grab incidents The Felony Lane Gang is a nationwide criminal organization responsible for
widespread thefts from vehicles, identity fraud, and the rapid cashing of fraudulent checks across
multiple states. Monahan says their crimes have impacted countless victims, often targeting families at
everyday locations such as parks, fitness centers, and shopping malls and that the removal of these
offenders from Harrisonburg represents a significant step in protecting the community, preventing further victimization, and holding those responsible for organized financial crimes accountable.

Along with warrants from out of state, the three individuals were charged by HPD with the
following:

Elizabeth Tweedy:

  • False Identification to Law Enforcement
  • Possession of a Fake ID
  • Possession of a Controlled Substance

Timothy Capelle:

  • False Identification to Law Enforcement x2

Kristen Breen

  • False Identification to Law Enforcement
  • Possession of a Stolen ID
