ROCKINGHAM COUNTY, VA (Rocktown Now) — On August 20, 2025, Rockingham County Public Schools and the Rockingham County Board of Supervisors held a joint meeting to discuss the future of Massanutten Technical Center, following Harrisonburg City Public Schools’ decision to withdraw from the joint MTC agreement, effective June 30, 2027.
A release from RCPS on Thursday discusses the following highlights from the meeting.
RCPS Superintendent Dr. Larry Shifflett and School Board Attorney Daniel Rose presented plans for a smooth transition to RCPS-only operations. Dr. Shifflett emphasized RCPS’s commitment to fully utilizing MTC, citing strong student demand and potential waitlists in certain programs.
Attorney Rose outlined HCPS’s required steps under the current agreement, which include transferring its 20% stake in MTC property and assets to RCPS. Compensation will be based on independent appraisals and paid over seven years, interest-free. RCPS may also provide educational services to HCPS as an alternative form of repayment.
Despite the end of the longstanding partnership, both school systems remain committed to supporting students through 2027. Dr. Shifflett and Harrisonburg Superintendent Dr. Richards have agreed to maintain a cooperative relationship during the transition.
The Board of Supervisors also agreed to reset the Request for Proposals (RFP) process to reassess future development plans for MTC with fiscal responsibility in mind.
While expressing disappointment over HCPS’s withdrawal, Dr. Shifflett reaffirmed RCPS’s dedication to advancing student opportunities and workforce development. He highlighted the planned expansion at Innovation Village as a key step in strengthening regional economic growth.
RCPS and the Board of Supervisors will continue to engage the community, starting with a public event on September 10 at 9am at Frieden Farms. The gathering will bring together school leaders, local businesses, and county officials to discuss MTC’s current programs, workforce needs, and strategies for expanding access to underserved fields.
