HARRISONBURG, VA (Rocktown Now) — The Massanutten Water and Sewer Authority (MWSA) completed the acquisition of the water and sewer system on Massanutten Mountain. The Circuit Court entered a final order on Monday, October 6, 2025, after a negotiated settlement was reached with the former owner, Massanutten Public Service Corporation (MPSC), and all interested parties.

The Rockingham County Board of Supervisors formed the MWSA in August 2020 at the request of Massanutten property owners, who had expressed long-standing concerns regarding high rates and system maintenance. With the transfer of all property interests now finalized by court order, MWSA has officially taken ownership and control of the system.

Under the new ownership, MWSA will manage all operational costs, which will be paid by system users through fees. MWSA has begun coordinating with the Department of Public Works to ensure a smooth transition of operations.

MWSA will hold a public hearing on November 3, 2025, commencing at 6:00 p.m., at the MPOA J.C. Powell Conference Room located at 3980 Massanutten Drive, Massanutten VA 22840.
