HARRISONBURG, VA (Rocktown Now) — Harrisonburg City Public Schools (HCPS) shared recent data showing that the division reportedly outperforms state averages in graduation rates and diploma attainment across multiple historically marginalized student groups.

According to a release, as part of its ongoing Strategic Plan (2020–2026), HCPS has placed equity at the center of its work—ensuring that every student has access to rigorous learning opportunities and the support needed to succeed.

HCPS reports that several student groups—including Black students, English Learners (EL), and students with disabilities (SWD)—are graduating at rates higher than the state average. In addition, these groups are earning more advanced diploma types at rates that also surpass statewide benchmarks.

“These results reflect the intentional, sustained work of our educators and staff,” said HCPS Superintendent Dr. Michael Richards. “We are seeing clear evidence that when we remove barriers and expand opportunities, all students can achieve at high levels.”

Outcomes Across Student Groups

  • Black Students: HCPS continues to build positive momentum, with strong gains in graduation rates, diploma attainment, academic performance, and post-graduation planning.
  • Students with Disabilities (SWD): Graduation rates and diploma types for SWD students exceed state averages, reflecting a strengthened continuum of support and collaboration with the Special Education Advisory Council (SEAC).
  • English Learners (EL): HCPS EL students are graduating at higher rates and earning advanced diplomas more frequently than their peers statewide, demonstrating the effectiveness of targeted supports and inclusive practices.

HCPS attributes these outcomes to a comprehensive approach that prioritizes the whole child. Key factors include:

  • Dedicated, collaborative educators
  • Strong partnerships with families
  • Inclusive school cultures where all students feel valued
  • Authentic learning experiences beyond standardized testing
  • Implementation of Multi-Tiered Systems of Support (MTSS)

While standardized test scores remain one measure of progress, HCPS emphasizes that growth, engagement, and long-term student success are more accurate indicators of meaningful achievement.

Looking ahead, HCPS remains committed to sustaining and expanding this progress. Ongoing efforts include strengthening supports for students with disabilities, continuing targeted work with Black students, enhancing services for English Learners, and deepening implementation of MTSS across all schools.

“Equity is not a single initiative—it is the foundation of everything we do,” Richards said. “We are proud of the progress we’ve made, and we remain focused on ensuring every student is prepared for success in school and beyond.”
