A Frederick County Public School (FCPS) employee has been arrested and charged on a felony warrant stemming from allegations of sending nude photographs to a 17-year-old FCPS student. Brian Patrick Sullivan of Winchester was located and arrested in Ross Township, Pa. on a charge of violating Virginia Code 18.2-374.3(D) alleging he used a communications device to transmit sexually explicit photos of himself to a minor.

On February 13th, 2025, FCPS officials were alerted to accusations that Sullivan, the Athletic Director at James Wood High School since 2022, had sent a naked photo of himself to a James Wood student using a popular social media app. School officials immediately notified the Frederick County Sheriff’s Office (FCSO) School Safety Division, and a criminal investigation was initiated. In the course of the investigation, it was found that Sullivan had shared at least two self-produced nude photos with the student between November 2024 and January 2025. Investigators confirmed that these photos appeared to have been taken off campus and shared after normal school hours.

Sullivan was reported to be visiting family in Pennsylvania over the weekend, when the felony warrant was issued, and the Ross Township Police Department was contacted and facilitated taking him into custody on the outstanding Virginia warrant. Sullivan is listed as still being in custody in Pennsylvania awaiting details of returning him to Virginia.

“Even with the announcement of this arrest, this remains an active and ongoing investigation and additional charges may be forthcoming,” said Captain W.W. Gosnell in a news release. “With that, no further details will be released at this time.”
