ROCKINGHAM COUNTY, Va. (ROCKTOWN NOW) – The Elkton woman who was arrested in April on five charges, including involuntary manslaughter after a fatal crash in Rockingham County, had a hearing this week.
Debra Elliot, 66, was arrested and charged after a passenger who was riding on top of her car, fell off and was struck. Dymond Thacker, 34, of Broadway, died at the scene.
A judge overseeing the case waived the seat belt violation and driving without a license for which Elliot had originally been charged.
Her other charges will now face a grand jury decision on August 19. Elliot remains in custody.
