Charlotte Kay Hoover, 76, a resident of Penn Laird, passed away on Sunday, October 20, 2024 at her home.

Mrs. Hoover was born on September 16, 1948, in Huntington, WV, to the late Carlos Earl and Mary Elizabeth Estep Ball Sr. Charlotte worked for many years as an accountant for Rockingham Mutual Insurance. Outside of work, she loved listening to music and enjoyed the time she spent gardening, canning, and baking. She was a member of Mt. Clinton Mennonite Church.

On June 1, 1995, she married David DeWayne Hoover, who preceded her in death on August 11, 2019.

Surviving is her son, Nathan Carr and fiancé Leah Wolfe of Penn Laird; stepdaughter, Robyn Anthony; siblings, Carlos Earl Ball Jr and wife Deborah of Milton, Wv, Sharon Hill of Lenexa, KS; granddaughter, Neveah; step grandchildren Brad Rexrode, Anna Rexrode; step great grandchildren, Dallas Rexrode, Mason Rexrode; and numerous nieces and nephews.

A Funeral Service will be held at 3:00 p.m. on Sunday, October 27, 2024, at Mt. Clinton Mennonite Church with Reverend Jim Hershberger officiating. The family will receive friends prior to the service, from 2:00 until 2:45. Burial will follow the service at Mt. Clinton Cemetery.
