Frederick County authorities have charged a man from New York City in connection with a deadly crash last week near Winchester.

In a release, Lieutenant Warren Gosnell said that a deputy on Berryville Pike was passed by a Toyota Corolla at a high rate of speed. Gosnell said that before the deputy could catch up, the Corolla ran a red light, t-boning a Honda Accord that was crossing Route 7 onto Woods Mill.

The driver of the Honda, 24-year-old Shane Stephens, was unresponsive and later died at Winchester Medical Center.

The driver of the Corolla, Frances Rotondo of Brooklyn, New York, remains hospitalized, but will be held without bond on counts of reckless driving by speed and involuntary manslaughter.
